Project Proposal – Advanced Community Urgent Care Center

Background
Nour Alhaya Medical Services Association was established to promote and strengthen community healthcare services in the Triangle region and surrounding areas.
The association operates a community medical center staffed with physicians, nurses, paramedics, and ambulance drivers, driven by a clear mission: to save lives and provide fast, professional, and dignified medical care to every person.
Our vision is to make advanced, respectful healthcare accessible to every resident — at every age and at any hour.
As part of this vision, a real and urgent need has emerged to establish essential medical infrastructures in the region, including geriatric and emergency-community services. Due to the geographic distance from regional hospitals and the lack of available healthcare services during evening and night hours, there is a critical need for an advanced community urgent care center (frontline emergency unit).
This center will provide professional, accessible medical care 24/7 and significantly reduce unnecessary referrals to distant hospitals.
Project Objective
To establish an advanced medical center — a community urgent care facility that will operate during hours when no medical services are available locally, providing immediate care for medical conditions that do not require hospitalization.
The center will operate in cooperation with health funds (HMOs) and additional medical authorities, delivering reliable, accessible, and professional healthcare services to the entire regional population.
Main Goals and Objectives
Establishment of a fully equipped and advanced urgent care center as part of upgrading the association’s existing medical facility.
Provision of primary and advanced medical services 24 hours a day.
Reduction of patient waiting times and alleviation of hospital overcrowding.
Development of permanent medical infrastructure to serve residents of Baka Al-Gharbiyyeh, Jatt, Meiser, Zemer, and surrounding communities.
Integration of the association’s ambulance dispatch center with urgent care services to improve emergency response times.
Project Description
The urgent care center will be established in a new building covering approximately 250 square meters and will include the following facilities and services:
Fully equipped, air-conditioned examination rooms.
A basic laboratory (blood counts, urine tests, basic chemistry).
X-ray and ultrasound imaging room.
Casting and wound-care room.
Basic resuscitation station with emergency equipment and medications.
Computerized reception area and digital medical records system (EMR).
Comfortable waiting area for patients and family members.
Direct access for ambulances and ample parking facilities.
Operating Team
The center will be operated by a highly trained and experienced medical team specializing in emergency and community medicine:
